Boxborough EDC Defers Warrant Article Votes, Sets Emergency Zoom Session
Economic Development Committee - May 15 , · Meeting of May 15, 2026
Boxborough's Economic Development Committee deferred votes on two town meeting warrant articles and scheduled an emergency Zoom session for May 19 at 6 p.m. Chair Abby Reip and the four-member quorum agreed it was premature to take a formal position on the Article 7 plastic bag ban after Ex-Officio Alec Wade reported the Planning Board had narrowed the prohibition to thin-film checkout bags only — with further language changes possible before a follow-up Planning Board meeting the same Monday. On Article 9, a Design Review Board purview expansion, the Planning Board voted 3-2 to pass over the article; Member John Neyland argued against the concept entirely, saying a non-regulatory advisory board risks becoming "a de facto mandate" when the Planning Board folds its recommendations into permit conditions.
Reip said she would bring the committee's stalled DEI collaboration — required under an active Metropolitan Area Planning Council grant — to the full Select Board, warning that non-compliance "could negatively impact our future grant prospects." The committee's only formal vote was a unanimous 4-0 approval of its April 9 minutes.
