Boxborough Finance panel adopts new budget and reserve transfer policies
Boxborough Finance Committee adopts new transfer policies, funds vandalism repair.
Finance Committee · Meeting of August 18, 2026
Boxborough Finance Committee adopts new transfer policies, funds vandalism repair. The panel voted 6-0 to approve both a rewritten budget transfer policy, distinguishing interdepartmental transfers (Finance Committee-approved, allowed only May 1 to July 15) from intradepartmental transfers (finance director-approved, any time), and a reserve fund transfer policy shifting the fund's annual replenishment, 0.6 percent of the operating budget, to free cash instead of taxation. Member Joseph Stulpin pushed for clearer, example-based definitions: "I would even just do like a heading or bold of ... interdepartmental, define what that means." Members also approved a $4,707 reserve fund transfer to the Department of Public Works after vandals tampered with irrigation valve boxes at the Liberty recreation area.
The committee is weighing a roughly $1.485 million land purchase for conservation and agricultural use headed to the fall town meeting warrant, and member Maria Neyland questioned Acton's flat enrollment projections given nearby MBTA Communities housing growth: "Does Acton truly believe ... they're going to go down in students rather than up?"
