Boxborough FinCom Backs 11 of 13 Warrant Articles
Finance Committee · Meeting of September 29, 2026
Boxborough Finance Committee votes down $25,000 beaver dam study, defers $1.8 million land buy. The committee split 1-4 against recommending design and engineering funds for a Hager Bridge flow-control system, with member Joseph Stulpin the lone supporter after a Department of Public Works official warned full dam removal could cost "$150,000 to $250,000." Members also deferred a decision on acquiring $1.8 million in agricultural land pending uncertain grant commitments from Sudbury Valley Trustees and Boxborough Conservation Trust. Town Finance Director Hongwa Lee reported the town's $6.4 million OPEB liability is projected to be fully funded by 2036, putting Boxborough in the state's top 10 percent for retiree-benefit funding.
The committee otherwise recommended 11 of 13 Fall Town Meeting warrant articles, including zoning changes for MBTA Communities compliance and a data center moratorium, while Vice Chair John Connor's five-year forecast flagged a possible override as soon as fiscal 2029.
