Boxborough Planning Board Elects New Chair, Pushes Toll Brothers on Enclave ADA Violations

BOXBOROUGH — June 15, 2026 — Boxborough Planning Board reorganizes leadership and directs staff toward Enclave enforcement as ADA violations persist. The board unanimously elected Rich Guzzardi as its new chair, replacing Rebecca Verner, and elected Chris Dowdy as clerk at its June 15 remote meeting. Town Engineer Sue Carter presented inspection findings showing sidewalk slopes as steep as 18 to 20 percent at The Enclave at Beaver Brook — a Toll Brothers 55-plus development — against an ADA-required maximum of 8.33 percent, with no crosswalk striping, no handicapped parking markings, and drainage issues dating to 2023. With a $450,050 performance bond still in place and Toll Brothers placing remediation at spring 2027, board members directed Town Planner Alec Dodd to engage special land use counsel Adam Costa. The board also received a presentation from CELT municipal fellow Becky Caruso on the Specialized Stretch Code, which Boxborough's Sustainability Committee hopes to bring to fall town meeting in November; Caruso projected more than $800,000 in life-cycle savings for a potential all-electric fire station and up to $1.4 million in stacked state grants contingent on adoption.
