Boxborough Board Votes to Publish Former Police Chief Departure Timeline

BOXBOROUGH — April 24, 2023 — Boxborough Select Board releases two-year timeline on former police chief's departure and advances $19.2 million water deal. Chair Diana Lopari read a detailed statement Monday tracing the board's response to allegations against former Police Chief Warren Ryder — from an October 2021 FBI referral through a private investigation by Paul Letalien and a settlement agreement reached April 5, 2023, under which Ryder resigned effective April 7. The board voted unanimously to post Lopari's slides and statement on the town website alongside the investigator's report and settlement. In a separate unanimous vote, the board accepted the principles of an intermunicipal agreement with Littleton for a water line extension to serve 11 western Boxborough properties as part of a roughly $19.2 million project funded through a zero-interest state loan and approximately $6.5 million from MassDOT, with costs recovered through 30-year betterments on benefited parcels. The board also approved a three-year, $292,800 cable television services contract with Littleton Community Television and appointed dispatcher Zachary Stillman as a Boxborough police officer ahead of a May 8 academy start date.
